紧急疏散程序 / Emergency Evacuation Procedure
值班营长 / Duty Camp Leader
负责在集合点指挥,听取各小组报告,决定后续行动。如有人士受困于灾区内,判断是否可以重新派遣救援组进入灾区给予救援或等待专业消防队到来。在事件完全解决后宣布紧急状况结束
The Duty Camp Leader is responsible for directing personnel at the assembly point, receiving reports from each group, and determining subsequent actions. If any individual is trapped within the affected area, the Duty Camp Leader will assess whether it is feasible to dispatch a rescue team to provide assistance or if it is safer to await the arrival of a professional firefighting team. Once the situation has been fully resolved, the Duty Camp Leader will formally declare the end of the emergency.
工作人员各部门主任 / Department Heads
负责在集合点集合所有营员与工作人员,维持次序,清点人数,向总指挥报告人数与受伤状况。
Each department head is responsible for gathering all campers and staff at the designated assembly point, maintaining order, accounting for all individuals, and reporting the headcount and any injuries to the overall Incident Commander.
工作人员组员 / Staff Members
负责带领各自小组或小队疏散至集合点,清点人数,向组长报告人数与受伤状况。
Each staff member shall guide their assigned group or team to evacuate to the assembly point, conduct a headcount, and report the results to their team leader.
分营区主任 / Sub-camp Leaders
负责在集合点集合所有营员,维持次序,清点人数,向总指挥报告人数与受伤状况。
Sub-camp leaders are responsible for assembling all campers and staff in their sub-camp at the designated assembly point, maintaining order, and reporting headcount and any injuries to the Incident Commander.
小队长 / Team Leaders
负责在集合点协助分营区主任进行所有疏散事项。
Team leaders assist sub-camp leaders in facilitating and managing the evacuation of their assigned teams at the assembly point.
紧急状况 / Emergency Guidelines
当和团队在一起时 / When with Your Team:
- 当警报响起时,立即放下手上的工作或停止任何活动,切记不要慌张乱跑,立刻集合并等待队长/组长的指示前往紧急集合点集合。
- 不管有多重要或贵重的东西都不要回去拿。却记,团队不会丢下你一个人不管,不要因为你一个人的不理智而让整个团队受困于灾区并面对生命威胁。
- 在离开前如有朋友不在而你又知道他的去处,立刻向队长报告。不要尝试自己前去找人,因为他有很大的可能已经前往紧急集合点。
- 在前往紧急集合点途中,不要慌张,保持安静,小心看路,听取队长/组长的指示,确保自己安全到达目的地。
- 途中如有发现任何危险,立刻向队长/组长报告。
- 到达紧急集合点后,保持肃静,让队长/组长清点人数,等候指示。
- 如有任何不适,向队长/组长报告。
- 除了救援组员,任何人都不准进入灾区。
- 在值班营长宣布紧急状况结束前,不准私自离开紧急集合点。
- 在值班营长宣布紧急状况结束前,各团教练不准私自召集团员或带团员离开。
当一个人独处时:
- 当警报响起而你又是一个人时,立即放下手上的工作或停止任何活动,切记不要慌张乱跑,立刻前往紧急集合点集合。
- 不管有多重要或贵重的东西都不要重新回去拿。钱财身外物,生命更可贵。
- 在前往紧急集合点途中,不要慌张,保持安静,小心看路, 确保自己安全到达目的地。
- 途中如遇上需要帮助的伙伴时,尽可能给予援手。但是在帮助他人前,务必确保自己的人身安全。
- 到达紧急集合点后,保持肃静,进入自己都队伍或小组,等候指示。
- 如有任何不适,向队长/组长报告。
- 除了救援组员,任何人都只准向紧急集合点去,不准进入灾区。在总指挥宣布紧急状况结束前,不准私自离开紧急集合点。
When with Your Team :
- When an alarm sounds, immediately stop all activities. Do not panic or run. Proceed orderly to the designated assembly point under the direction of your team leader.
- Do not return for any personal or valuable items. Personal belongings are not worth risking your safety.
- f a friend is missing but you know their usual location, report this to your team leader. Do not attempt to search on your own, as they may already be heading to the assembly point.
- While proceeding to the assembly point, remain calm, follow instructions from your team leader, and watch your steps to ensure your personal safety.
- If you observe any dangers along the way, immediately report them to your team leader.
- Upon arrival at the assembly point, remain calm and quiet. Allow team leaders to conduct headcounts and await further instructions.
- If you feel unwell, promptly inform your team leader.
- Except for designated rescue personnel, do not re-enter the affected area.
- Do not leave the assembly point until the Duty Camp Leader officially announces that the emergency has ended.
- Team leaders and instructors must not independently recall or release campers before the official all-clear is given.
When Alone :
- Immediately stop all activities. Do not panic or run. Proceed to the designated assembly point as quickly and safely as possible.
- Do not return for any personal or valuable items; life and safety are of far greater importance.
- If you encounter a fellow camper in need of help, assist them only if it does not endanger your own safety.
- Upon arriving at the assembly point, remain calm, join the nearest group or team, and await further instructions.
- Except for designated rescue personnel, do not enter the affected area. Do not leave the assembly point before the Duty Camp Leader formally declares the emergency over.

雨天备案计划 / Rainy Weather Contingency Plan
马来西亚的 12 月份是雨季,但气候也会非常炎热。根据天气预测 12 月 白天气温大约为31°c ,午后都会有阵雨,晚上气温约为23°c。
为了提防天候极度不佳或豪雨情形下,仍能继续完成已规划之相关活动,订定雨天应变备案计划。
- 由于雨天导致营地淹水或出现闪电,值班营长须把营员移至学校课室。
- 所有户外活动将移至走廊空间或搭设临时帐篷继续实施。
- 探步旅行活动将穿着雨具继续实施,如下豪雨或出现闪电,须即刻暂停活动,就近找有屋顶的地方避雨。
Because December in Malaysia is within the rainy season and conditions can be very hot:
- If heavy rain, flooding, or dangerous weather occurs, the Duty Camp Leader will relocate campers to nearby school classrooms for shelter.
- All outdoor activities will be moved to covered walkways or temporary tents where possible.
- During hiking or exploration activities, participants should wear rain gear. Activities will continue in light rain, but must be immediately suspended in cases of heavy rain or lightning, and participants should take shelter in the nearest covered area.
